Lightweight, Compression Resistant, and Cheap

Hello All,

I'm working on a product idea for a toy bouncing ball and need suggestions for a material that is lightweight, has great compression resistance, and is very cheap. Some examples I am exploring are: High Density Polypropylene foam or pressurized air. This material would be used only in the core of the ball and will have a rubbery material as the surface/skin. Are there any other materials that you can think of that would work for this? Thanks
